Kudos to Affinity Tool Works (the US Tormek distributor). I was able to order a replacement foam insert for the HTK706 reasonably inexpensively and without any hassle. The foam was $10, shipping $5. All very reasonable to me, and everyone I spoke with was responsive and helpful.
