Title: when to grind or hone

Hello,

Could you please tell me, at what point after sharpening my plane iron do i go back to the grindstone? excluding  chips or dinks in the blade

Do i hone on the leather wheel everytime my iron feels dull? or is there a point where i go to the grindstone first then hone,

Unless you are extremely vigilant about edge maintenance, it will most often be best to use the grindstone for each sharpening.  You will not need very much time on any single step of the process, but using all three steps insures an accurate bevel, quickly established and razor sharp.
