Can videos be posted on this forum? Or is it necessary to post them on YouTube or elsewhere and post links here?

As for now, Tormek has a lot of employees on vacation so I cant get an answer before August.

I am sure I have seen links to youtube video's here, before. I think that also brings people looking for Tormek information to the forum (I found it after looking at Jeff Farris's video's).
Also when this forum was started, where was it started and who has the server now? Space is always an issue and who controls it, physically, can better tell the health of it (and the dangers of uploading to it, etc).

As far as I know the forum software does not permit uploading files of any kind, including photos and videos. You have to host them on another site such as Photobucket or YouTube and then post a link here.
That's my understanding too. The forum has never hosted actual files in my time here. Members get an account with a hoster like Photobucket, dropbox etc where they privately load their media (stills or footage) and then post a link here. That's common practice on many for a because of course it removes the need for the forum owner to invest in online storage which as we all know for video footage can mount up very quickly.
Could the situation go back to when the forum was started? I think that was around 2003. The forum may have been designed for text only, which would seem more common for that time frame.
